OBTAINING FINANCE
The grant selection process, step by step, consists of the following:
- Contact the SGP National Coordinator. As the first step, the organization should contact the National Coordinator, in order to get insights about the Country Programme Strategy, including the priorities established by the National Steering Committee. The NC will provide the necessary application forms and guides.
- The project concept development. The project concept is a preliminary presentation of the project’s idea that the NGO wants to develop. The project’s idea description should not exceed 1-2 pages. The project concepts can be sent by e-mail, fax or mail to the GEF SGP office in Moldova. The National Coordinator will analyze if the concept fits with the GEF SGP’s requirements and will inform the NGO about the additional recommendations to be considered. The project concepts can be submitted anytime at the GEF SGP office. The revising process of the project concept shall not last more than 20 calendar days since its submission day. The stage of developing the project concept is not mandatory.
- Project proposal writing is done by the applicant or its partners in the period the call for proposal announcement has been initiated.
In order to develop the capacities in writing competitive project proposals, SGP Moldova is organizing instruction sessions in project proposal writing. Kindly monitor the announcements placed by the GEF SGP in Moldova, in order to submit the participation form to the session.
- The evaluation of the project proposals by the National Steering Committee (NSC). The presented project proposals are submitted to the NSC for examination. The NSC examines the project proposals, and is either accepting, or rejecting, or returning them for improvement. The National Coordinator will announce about the NSC’s decision regarding the projects within 10 working days since the signature of the NSC meeting notes. If the project proposal is conditionally approved by the NSC members, the applicant is obliged to reflect these conditions in a timely mannes established by the National Coordinator, but not more than 2 weeks after receiving the information regarding the NSC decision.
- Project implementation. The applicants will sign Memoranda of Agreement with UNDP Moldova on behalf of SGP. Usually, the grant is reimbursed in 3 tranches: the first trance for the project initiation , the second tranche after submitting the interim financial and narrative report, and the third tranche after the end of the project and submission of the final financial and narrative report. The NC is actively participating in the guiding of the project implementation, as well as its monitoring and evaluation.
For the implementing period September 2020 - July 2021, the programme is planning to use the following funds:
- Community Landscape and Seascape Conservation (Land degradation)
- Low Carbon Energy Access Co-benefits (Climate Change)
- Local to Global Chemical Management Coalitions (Chemicals)
- Urban Development
- Promoting Social Inclusion
- Capacity Building
RECOMMENDATIONS REGARDING THE
CO-FINANCING
In order to prove the project support locally and the results sustainability, the project should ensure a co-financing, for at least 50% from the total amount of the project. The co-financing can be done monetary and in kind (NGO’s own contribution, and/or its partner’s, other donors, mayors, private sector, etc.). 50% should be in kind and 50% should be monetary from the total co-financing.
In searching the co-financing of the project, kindly use some of the following information sources:
- The Co-financing potential. Annex no 2 of the Country Programme Strategy of the SGP.
- The platform managing the external source. The platform is offering information regarding all the external assistance projects implemented in Republic of Moldova. This tool helps to identify the projects that are being implemented in your locality, and respectively to create partnerships for the project’s co-financing.
- The webpage of the Social Investment Fund (SIFM), Reports section is listing the contracts that have been signed regarding the implementation of social projects. The reports include information regarding the locality, contract amount and entity that is implementing the project. Knowing these information, you can create a partnership for the project’s co-financing with the representatives of the social object where the SIFM project is implemented.
- Embassy of Japan’s Assistance Kusanone Grants Program. The list of ongoing projects, with information regarding the invested amount is presented on the webpage of Kusanone program.
- Solidarity Fund PL in Moldova – the Information Center for Local Authorities. The main objective of the Representative office is to support the democracy and local development. The Information Center is supporting the local initiatives that are implemented by the citizens, LPAs, NGOs, initiative groups and local leaders. The Center is announcing calls of proposals annually.
- The support of Austrian Development Agency
- Liechtenstein Development Service
- The support of Sweden Embassy
- The support of USA Embassy. The US Embassy is launching call for proposals annually, for NGOs.
Note: Do not hesitate to submit project proposals that target related thematic of the GEF Small Grants Programme and interest areas of concerned embassies. For example, with the environmental government projects you can apply for environmental grants, as well as democracy promoting grants.
- The support of Slovak Embassy. Annually, the embassy is launching call for proposals for small grants in water supply, sanitation and solid waste management.
